Osaka has two driver's license test centers serving different areas of the prefecture. Both handle foreign license conversions and new license tests for foreign residents.

Osaka's Two Test Centers

Koumyoike Driver's License Test Center (光明池) — South Osaka

  • Address: 〒589-8502 Izumi City, Fushiya-cho 1-30-1, Osaka
  • Access: Semboku Kosoku Railway to Koumyoike Station, 5 min walk
  • Languages: Chinese, English, Korean, Portuguese, Vietnamese

Kadoma Driver's License Test Center (門真) — North/East Osaka

  • Address: 〒571-8555 Kadoma City, Kofuku-cho 9-35, Osaka
  • Access: Keihan Main Line to Furukawabashi Station, 15 min walk
  • Languages: Chinese, English, Korean, Vietnamese

Which center you use depends on the address on your residence certificate (住民票).

Foreign License Conversion in Osaka

Eligible countries (selected): China, South Korea, Taiwan, Australia, UK, Canada, Germany, France and others. Not eligible: Philippines, Vietnam, Pakistan — must complete the full licensing process.

Call 3–4 weeks in advance and say: 「外国免許切替の予約をしたいのですが」

Required Documents

Passport, Residence Card, foreign license + JAF translation (~¥3,000), residence certificate, 2 passport photos.

Knowledge Confirmation (10 questions)

  • Pass score: 7/10 (70%)
  • English translation available at both centers

Full License Written Test

  • 100 points total, pass score 90/100
  • English translation available at both centers
